- The US GENIUS Act (signed 18 July 2025) created the first federal framework for payment stablecoins; by early 2026 the OCC, FDIC, Treasury, FinCEN, NCUA and OFAC were racing to finalise implementing rules ahead of the statutory 18 July 2026 deadline, with the regime effective on the earlier of 120 days after final rules or 18 January 2027.
- US regulators reversed course on Basel III “endgame”: after rescinding the 2023 proposal, the Fed, OCC and FDIC issued a fundamentally different re-proposal on 19 March 2026 delivering roughly $87.7bn of net system-wide capital relief (CET1 down ~5% for GSIBs, ~8% for smaller banks) rather than the originally floated ~19% increase.

- International standard-setters recalibrated: in November 2025 the Basel Committee fast-tracked a review of its bank crypto-exposure rules (originally due 1 January 2026) after the US and UK declined to adopt them, and its framework now classifies tokenised deposits as Group 1 assets versus Group 1b/2 for stablecoins.
- Open-finance timelines slipped: the EU’s PSD3/PSR reached final compromise texts on 23 April 2026 with market applicability now pointing to H2 2027–2028, FIDA drifted to 2029–2030, and the US CFPB Section 1033 open-banking rule was enjoined and is being rewritten, leaving mandatory-compliance dates blank.
- Open challenges as of 2026 centre on deposit migration from banks to stablecoin issuers (projected to grow toward ~$2tn), FDIC’s proposal to deny pass-through insurance to stablecoin holders, AML/CFT and operational-resilience gaps in tokenised rails, and fragmented multi-rail routing across RTGS, instant, correspondent, tokenised-deposit and stablecoin networks.
