Trust Infrastructure provides the cryptographic and policy-based foundations for secure interaction in distributed narrative systems. Through certificates, digital signatures, and encryption, it establishes identity and secures communication. Access control policies implemented at infrastructure level ensure that security decisions are enforced consistently across all system components.
Current Landscape (2026)
- eIDAS 2.0 (Regulation (EU) 2024/1183), in force since 20 May 2024, has become the anchor of European trust infrastructure, obliging every member state to provide at least one European Digital Identity (EUDI) Wallet by the end of 2026, with mandatory acceptance by public services and very large online platforms following in 2027.
- The European Commission published four implementing regulations on 16 December 2025 that operationalise new qualified trust services under eIDAS 2.0: qualified website-authentication certificates (2025/2527), an operational framework for qualified trust service providers (2025/2530), qualified electronic ledgers (2025/2531, in force 6 January 2026) and qualified electronic archiving (2025/2532).
- The Architecture Reference Framework has matured rapidly, with ARF 2.0 released on 29 May 2025 and later 2.x drafts in development, standardising credential formats and transport bindings (ISO/IEC 18013-5 mdoc, SD-JWT VC, OpenID4VP/OpenID4VCI) atop the eIDAS Trusted Lists; the December 2025 EUDI Wallets Launchpad event in Brussels demonstrated working cross-border interoperability between member-state wallets and relying parties.
- The UK diverged onto its own statutory track: Part 2 of the Data (Use and Access) Act 2025 came into force on 1 December 2025, placing the UK Digital Identity and Attributes Trust Framework on a statutory footing with 48 certified providers.
- Content-provenance infrastructure has moved from voluntary to mandated, as the EU AI Act’s Article 50 machine-readable marking obligations for AI-generated content take effect on 2 August 2026 (Code of Practice finalised around mid-2026) and California’s SB 942 took effect in January 2026.
- C2PA Content Credentials emerged as the de facto provenance standard, now signed natively at capture on devices such as the Samsung Galaxy S25 and Google Pixel 10, backed by a steering committee spanning Adobe, Microsoft, Google, OpenAI, Meta, Amazon, Intel and the BBC, with TikTok upgrading to a Steering Committee member in July 2026 and a new Conformance Program plus CAWG 1.2 hardening the trust list.
- Open challenges as of 2026 centre on aggressive rollout timelines against still-evolving specifications, PKI at unprecedented scale (wallet-instance attestations, relying-party certificates and trust anchors for every EU citizen), post-quantum migration beyond the current ECDSA P-256 baseline, and reconciling divergent national frameworks such as the UK’s with EU interoperability.
