Machine to Machine Payments (M2M Payments) refers to automated financial transactions initiated and settled between autonomous devices, software agents, or AI systems without direct human involvement in each individual transaction. These payments enable IoT devices, autonomous vehicles, robots, and AI agents to pay for resources, services, or data on a per-use or streaming basis, forming the economic layer of the machine economy. M2M payments typically require programmable money, low transaction fees, high throughput, and reliable settlement guarantees, properties that have driven interest in blockchain-based payment channels, stablecoins, and central bank digital currencies as settlement rails.

- The concept of machine-to-machine payments emerged from two converging trends: the proliferation of Internet of Things devices generating and consuming data services, and the development of programmable blockchain networks capable of executing conditional payments. Early articulations of the idea appeared in research from the IOTA Foundation, which designed a directed acyclic graph ledger specifically to handle feeless micropayments between resource-constrained IoT devices without the throughput limitations of proof-of-work blockchains.
- Payment channels, pioneered in the Bitcoin Lightning Network, allow two parties to open an off-chain payment channel by locking funds in a multisignature contract. Subsequent payments between the parties are settled instantly off-chain by exchanging signed balance updates, with only the opening and closing of the channel requiring on-chain settlement. This architecture enables millions of micropayments per second with negligible fees, making streaming payments — where value flows continuously as a service is consumed — economically viable.
- Autonomous vehicles represent one of the most discussed M2M payment use cases. Vehicles might pay for road usage, parking, electric vehicle charging, and priority access to intersection management systems through real-time micropayment streams. Standards efforts, including work by the IEEE and ETSI, are exploring how vehicle-to-infrastructure and vehicle-to-vehicle communications can incorporate economic coordination alongside safety data.
- AI agent economics is an emerging dimension of M2M payments. As AI systems increasingly operate autonomously to complete complex tasks, they must be able to pay for external API calls, computational resources, data licenses, and human expert review without requiring the human principal to approve each transaction. Wallet architectures with spending limits, category constraints, and audit trails are being developed to give humans appropriate oversight whilst enabling agent autonomy in low-value decisions.
- Central bank digital currencies, designed with programmability features, are positioned by some central banks as a potential M2M payment infrastructure that would preserve sovereign monetary oversight whilst enabling automated settlement. The BIS Innovation Hub’s Project Mariana and similar experiments have demonstrated wholesale CBDC settlement of cross-border M2M-style transactions, though retail M2M applications remain an open research area.
