ENS DAO is the decentralised autonomous organisation that governs the Ethereum Name Service (ENS), the primary naming infrastructure for the Ethereum ecosystem, using the ENS governance token ($ENS) to enable token-weighted voting on protocol upgrades, treasury allocation, and price oracle parameter changes through a Governor Bravo-compatible on-chain governance contract. Established in November 2021 via a retroactive airdrop of 25 million ENS tokens to historical registrants and contributors, the DAO holds a treasury of tens of millions of dollars in ETH and ENS, oversees the root multi-sig controlling the ENS root keys, and appoints stewards for working groups covering Meta-Governance, Ecosystem, Public Goods, and Community operations. ENS DAO represents one of the largest and most active protocol DAOs by voter participation and treasury size.

  • ENS (Ethereum Name Service) was created by Nick Johnson at the Ethereum Foundation in 2017 as a smart-contract-based naming system mapping human-readable names (e.g., vitalik.eth) to Ethereum addresses, content hashes, and arbitrary metadata. For its first four years, the system was governed by a small multi-sig held by True Names Ltd, the non-profit legal entity. The November 2021 token launch distributed $ENS via a retroactive airdrop to 137,000 eligible addresses — roughly 137 ENS per year of registration, capped at 1,000 per address — marking the transition to community governance. The airdrop event generated intense discussion about retroactive public goods funding and became a template for subsequent protocol DAO launches.
  • Governance operates through a bicameral-ish structure: off-chain social consensus is formed on the ENS forum and via Snapshot temperature checks, while binding decisions execute through the on-chain Governor contract. The DAO organises into four working groups — Meta-Governance (constitutional rules), Ecosystem (grants and integrations), Public Goods (broader Ethereum public goods), and Community (stewardship and education) — each receiving a quarterly budget from the treasury and accountable to steward elections every six months. Large ENS holders (Coinbase, Protocol Labs, academic institutions) have received direct delegate allocations, creating a sophisticated delegation economy where many token holders abstain from direct voting but actively track delegate performance.
  • The significance of ENS DAO extends beyond naming: it controls infrastructure that underpins identity, payments, and IPFS-hosted websites for millions of Ethereum users. Decisions on registration pricing directly affect access for users in lower-income countries; decisions on name recovery mechanisms balance owner sovereignty against mistake recovery. The DAO’s management of a $40M+ treasury through bear and bull market cycles has demonstrated the viability of large on-chain treasuries managed without legal custodians. ENS has also pioneered the concept of the ENSIP (ENS Improvement Proposal) process, adapted from Ethereum’s EIP framework, for protocol-level technical governance.
  • By 2024-2025, ENS DAO has processed over 300 on-chain proposals and maintains the highest consistent voter participation of any major protocol DAO by percentage of circulating supply. ENS v2 (planned migration to Layer 2) is the largest technical challenge facing the DAO, requiring careful coordination between Name Wrapper contract upgrades, Resolver standardisation, and cross-layer state proofs. The DAO is also navigating the integration of ENS names into social layers (Farcaster usernames, Lens handles) and AI agent identity systems, positioning the naming layer as foundational infrastructure for the agentic internet.
